That means a zone on the side of a truck where the driver can’t see you. That’s very dangerous because, if he pulls over, he’s going to hit you or force you off the road. I try to get past tractor-trailers in a hurry because I’ve had a couple of cases where a front tire has blown out and the truck goes off the road or into the car next to it at a 45-degree angle.
